Pedestrian Killed Crossing Cullen Boulevard Near Bellfort, Driver Arrested for DWI

A pedestrian is dead after being struck by a vehicle on Cullen Boulevard near Bellfort Avenue Friday night, and the driver has been arrested on suspicion of driving while intoxicated, according to the Houston Police Department.

The crash happened around 9:46 p.m. when the man walked into an active traffic lane on Cullen outside a marked crosswalk. A vehicle traveling northbound struck him. The driver stopped, stayed at the scene, and cooperated with officers who responded.

Paramedics took the pedestrian to Ben Taub Hospital, where he died despite efforts to save him. Police have not released his name pending notification of family.

Officers arrested the driver at the scene on suspicion of DWI. Investigators are now reviewing surveillance footage from nearby businesses and other evidence to determine whether speed or other factors played a role in the crash, in addition to the driver's intoxication. Police said the charge against the driver could be upgraded to intoxication manslaughter as that review continues.

Cullen Boulevard is a major north-south corridor on Houston's southeast side, running through the Third Ward and University of Houston area before continuing south past Texas Southern University and into neighborhoods near Sunnyside. The stretch near Bellfort Avenue is a mixed residential and commercial section of the road, with apartment complexes, small businesses, and bus stops along both sides. Marked crosswalks exist at some intersections but not every block, and police said the pedestrian entered the roadway mid-block rather than at a crossing.

Houston police did not say how far the pedestrian was from the nearest crosswalk when he entered the roadway, nor did they release the driver's name, age, or the make and model of the vehicle involved. Those details are likely to surface once police complete their crash report and, if charges are upgraded, once the Harris County District Attorney's Office reviews the case for intoxication manslaughter, a second-degree felony in Texas that can carry a prison sentence of two to 20 years.

The Houston City Council has debated pedestrian safety on arterial roads for years. Houston recorded more than 100 pedestrian fatalities in recent years, and the city's Vision Zero Action Plan, adopted in 2020, has faced questions from council members over the pace of adding crosswalks, lowering speed limits, and improving street lighting on corridors like Cullen. The city's public works department has pointed to arterial roads with wide travel lanes and long gaps between signalized intersections as among the most dangerous for people on foot.

The Harris County District Attorney's Office and Houston police routinely handle intoxication manslaughter cases tied to nighttime crashes involving pedestrians. Surveillance video and field sobriety results collected at the scene often factor into whether a DWI arrest is upgraded once toxicology results return from the Houston Forensic Science Center, a process that can take weeks.

For now, the driver remains in police custody on the DWI charge while the Houston Police Department's Vehicular Crimes Division continues its investigation. Detectives are asking anyone who witnessed the crash or who has surveillance footage from businesses near Cullen Boulevard and Bellfort Avenue to contact HPD's Crash Investigation Unit. The case will be forwarded to the Harris County District Attorney's Office once investigators complete their review of the footage and other evidence, at which point prosecutors will decide whether to pursue the upgraded intoxication manslaughter charge.
