Katy Freeway HOV connectors at Studemont and Franklin close Friday night for I-10 flood work through summer 2028


TxDOT will close the Katy Freeway Downtown HOV connector Friday night for I-10 White Oak Bayou flood work. Eastbound HOV access at Studemont Street is expected to reopen in fall 2027, and the westbound connector at Franklin Street is expected to reopen in summer 2028.
The Texas Department of Transportation will close the Katy Freeway Downtown HOV connector at 9 p.m. Friday, Oct. 9, to continue work on the I-10 White Oak Bayou flood mitigation project. TxDOT said the closure affects HOV travel between Katy and downtown Houston.
The eastbound I-10 HOV connector at Studemont Street is expected to reopen in fall 2027, TxDOT said. The westbound HOV connector at Franklin Street is expected to remain closed longer, with reopening targeted for summer 2028.
TxDOT recommends drivers and transit riders using the Katy Freeway corridor plan for an additional 15 to 30 minutes of travel time while traffic patterns adjust around the closure.
The HOV connector work is included in the I-10 White Oak Bayou flood mitigation project. The project is intended to reduce flooding risk along the interstate near White Oak Bayou.
With the connector closed, HOV traffic moving between the Katy Freeway and downtown will need to use the remaining open I-10 general lanes and nearby alternate routes.
